Have Your Say on Our 2026/27 Budget and Medium-Term Financial Plan 2029/30
These proposals set out how we plan to allocate resources, manage financial pressures, and invest in priorities that support our Corporate Plan objectives: Growth, Connectivity, Jobs, Homes, Resilience, and Performance.
Your feedback is important and will help shape the final Budget and MTFP, which will be considered by the Board in January 2026.
About the Consultation
Each year, the Combined Authority prepares a draft Budget and Medium-Term Financial Plan.
For 2026/27, the Board has approved the draft proposals for consultation. We invite residents, partners, businesses and community organisations to review the information and complete the short questionnaire.
The consultation runs from Monday 1st December 2025 to Monday 12th January 2026.
WHAT WE ARE ASKING
We want your views on two main areas:
- The draft Budget for 2026/27: How we propose to fund and deliver services and programmes over the next financial year.
- The Medium-Term Financial Plan for 2029/30: How we plan to manage resources, respond to financial pressures, and invest in long-term priorities over the next four years.
You can tell us whether you agree or disagree with the proposals and share any additional comments or concerns.
Please note – The “ringfenced grant” figures in the table at 2.18 includes bus passenger fare revenue in 2028/29 and 2029/30.

How the budget has been developed
The proposals align with the Corporate Plan 2025–2029 and the region’s Local Growth Plan, focusing on:
- supporting economic growth
- improving connectivity
- helping more people access jobs
- accelerating delivery of homes
- strengthening resilience across communities
- improving organisational performance
They also reflect:
- ongoing inflationary pressures
- constraints in national and devolved funding
- limited fiscal levers available to the Combined Authority
- the impact of government reforms and future devolution
- major infrastructure and housing demands across the region
